Fed Details Two-Phase Plan for GE Capital Standards



The Federal Reserve revealed its plans for a two-part regulatory standard for GE Capital in the wake of the financial giant’s recent acceleration of its plan to sell off GE Capital assets in order to focus on the industrial arm of General Electric.

The first part of the new plan will begin on January 1, 2016 and will entail risk-based and leverage capital requirements, the liquidity coverage ratio rule and related reporting requirements, all to ensure that GE Capital “maintains high-quality regulatory capital and liquidity” as it continues its plans for divestiture.

In the second part, slated to being on January 1, 2018, GE Capital would need to comply with liquidity risk management, general risk management, capital spending and stress-testing requirements, along with restrictions on intercompany transactions.

“While GE has put forward a plan for substantial divestitures by GECC and has already begun to execute that plan, no one can know with complete assurance if or when it will be fully executed or how GE’s stated intention to seek de-designation of GECC will proceed,” said Federal Reserve Board governor Daniel K. Tarullo. “Thus it is possible that GECC will remain a designated institution for some time to come, and we should have a regulatory framework in place to take account of that possibility.”

GE Capital, which was designated as a financial systematically important financial institution (SIFI), made the announcement of its new direction in April and will likely attempt to free itself from the tighter constrictions that come with being a SIFI.
