The Governmental Accounting Standards Board issued guidance that establishes a single approach to accounting for and reporting leases by state and local governments. This single approach is based on the principle that leases are financings of the right to use an underlying asset.
The new statement from the GASB provides guidance for lease contracts for nonfinancial assets—including vehicles, heavy equipment and buildings, but excludes nonexchange transactions, including donated assets and leases of intangible assets (such as patents and software licenses).
Under the new statement, a lessee government is required to recognize a lease liability and an intangible asset representing the lessee’s right to use the leased asset. A lessor government is required to recognize a lease receivable and a deferred inflow of resources. A lessor will continue to report the leased asset in its financial statements.

“The board’s new leasing guidance better aligns the accounting and financial reporting of these arrangements with their economic substance,” said GASB Chairman David A. Vaudt. “The new single model for reporting governmental leasing agreements is designed to result in greater transparency and usefulness for financial statement users. It also is meant to reduce complexity in application for preparers and auditors of governmental financial statements.”
