Postal Worker Charged in $4MM Truck Leasing Fraud



A postal worker faces felony charges for submitting fraudulent invoices totaling more than $4 million from the truck leasing company he owns with his wife to the U.S. Postal Service (USPS), according to documents filed in the U.S. District Court in Oakland, CA.

Balvinder Singh Chadha, who served as manager of postal vehicle service operations in Oakland, CA, and owns Golden Pacific Leasing with his wife Jaspinder Kaur Chadha, had requested a USPS contract to lease trucks for his postal operation through Golden Pacific, despite his financial stake in the company and ethical rules to the contrary, according to court documents.

The couple prepared and submitted, and directed others to prepare and submit, fraudulent invoices to the USPS. The invoices overstated the number of trucks leased and the mileage incurred by the leased trucks and claimed servicing and maintenance costs not authorized for reimbursement under Golden Pacific’s contract, according to court documents, court documents said.

Between August 2005 and August 2009, Golden Pacific received gross payments from USPS of approximately $6.4 million. Of that amount, Golden Pacific billed USPS at least $4.4 million for trucks that were never leased to USPS, mileage that was never incurred by USPS and servicing and maintenance costs not authorized by the leasing company’s contract with the USPS.

Chadha has been charged with wire fraud, and both have been charged with conspiracy.
