According to a blog post by Lexology, the Hong Kong Government is proposing to amend its tax laws to establish a dedicated tax regime for aircraft owners/lessors based in Hong Kong and leasing to offshore lessees/airlines.

Lexology noted the move is designed to capitalize on the significant leasing opportunities in the Asia Pacific region, supplementing the existing aircraft leasing hubs in the U.S., Ireland, Singapore and the Chinese Free Trade Zones.
